The EU is putting pressure on the Netherlands to lift its opposition to Bulgaria and Romania’s entry in the Schengen area.
Since Finland backed up in November, the Netherlands is the only country whose vote is needed for taking the unanimous decision to the enlargement of the Schengen zone.
Following the summit of the EU leaders on December 8-9, 2011, the Bulgarian National Television announced that its correspondent in Brussels was given a copy of a draft decision of the EU Council of Ministers in which the date of March 25, 2012 is indicated as the date of including Bulgaria and Romania to the Schengen area with their air and marine borders.
All observers see this as a definitive positive sign as the resolution gives a fixed date for the 2-stage entry.

On June 8th, 2011, the European Parliament gave the green light to Bulgaria and Romania’s accession to the EU’s Schengen borderless area with 487 votes in favour, 77 against and 29 abstentions.
The European Commission’s progress reports, released earlier this year, concluded that both countries meet all the technical and legal criteria for joining the Schengen area, including visa issuance policy, police cooperation, readiness to connect to and use the Schengen Information System, data protection and control of land, sea and air borders.

Bulgaria has the potential to become the “bridge” for the transfer of Chinese technologies and investments to the European Union, according to PRC Commerce Minister Chen Deming.
Chen Deming has met with the Bulgarian Economy Minister, Traicho Traikov, who is on a week-long visit to China for Bulgaria’s participation in the Shanghai Expo and as part of an attempt to generate investment interest among Chinese companies.
“China is looking for a country which could be the major bridge between it and the countries from the EU,” the PRC Commerce Minister has declared during his meeting with Traikov, as cited by the press office of the Bulgarian Economy Ministry.
He also said that that China is currently encouraging its companies to invest abroad including in countries such as Bulgaria, and is also promoting measures for stimulating imports from the new EU member states.

The European Parliament's Civil Liberties Committee approved on Thursday an EU Council decision that both Bulgaria and Romania comply with data security requirements for joining the "Schengen Information System".
A report by Carlos Coelho (EPP, PT) approving the Council decision, which is the first step towards lifting the border checks, was approved in committee with 36 votes in favour, 1 against and 3 abstentions.
The decision aims to pen in a deadline for implementing the regulations regarding the Schengen Information System, which will allow the two countries to provide and extract data from the system under certain limitations.
The lifting of the two countries' border checks with the borderless Schengen must be approved by the council at a later stage following further tests.
Currently, Bulgarian citizens are allowed visa-free entry into the Schengen system and there is eased access to Bulgaria for Schengen visa holders, but the country is not a full member of the system.

Moody's Investors Service today upgraded Bulgaria's government debt ratings to Baa2 from Baa3, reflecting its ongoing fiscal discipline and improving institutional strength as well as the financial system's relative resilience in a volatile regional environment. Bulgaria is now adhering to all criteria for entry in the Schengen zone, Interior Minister, Tsvetan Tsvetanov, stated.
The Minister, who spoke during his official trip to Brussels, voiced firm belief the country will be part of Schengen by the first half of 2011.
"We now see our joining of Schengen to happen during the Hungarian EU Presidency, around March or April of the next year. This is also our desire, but of course it would depend on those who have the authority to make the final call," Tsvetanov said.

The European Parliament has approved with an overwhelming majority an EU Council decision that both Bulgaria and Romania comply with data security requirements for joining the "Schengen Information System" (SIS).
A report by Carlos Coelho (EPP, PT) approving the Council decision, which is the first step towards lifting the border checks, was given the green light with 525 votes in favour, 18 against and 54 abstentions.
A working group asked to verify whether Bulgaria's and Romania's branches of the SIS system ensure satisfactory levels of data protection has reached an overall positive conclusion, thus paving the way for further tests before the end of the year.
The decision aims to pen in a deadline for implementing the regulations regarding the Schengen Information System, which will allow the two countries to provide and extract data from the system under certain limitations.
Currently, Bulgarian citizens are allowed visa-free entry into the Schengen system and there is eased access to Bulgaria for Schengen visa holders, but the country is not a full member of the system.
